Effective use of secondary building
resources for reconstruction of objects |

The problems of secondary building resources (HRV) in the context
of sustainable development of the regions. The factors, stages and
technologies that determine the effectiveness of education HRV,
recycling and disposal. The measures on the use of heart rate variability
at the regional level and structure of the company at their
complex processing. The main factors affecting the efficiency of the
use of HRV and proposed a comprehensive methodology to determine
the most effective of the use of HRV in enterprises and in the
region. Assessment of options for the use of HRV in the reconstruction
of facilities with regard to determining the effectiveness of a
material, social, environmental and scientific spheres gains in the
present conditions are of increasing importance. Stands out and is
seen as a strategic effectiveness of HRV, as one of the components
of the problem of sustainable development in the regions. Calculation
of the total effect of the use of HRV on the options should be
performed with the use of quantitative indicators that are to complete
the analysis should be supplemented with the expectation
of quality indicators. Major component of the economic effect in
the sphere of production and the environment is to reduce the use
in the production process of primary natural resources due to the
possibility of rapid change (recycling) of their secondary resources.
The effect in the scientific and technical point of view the use of
HRV is the development of resource-saving technologies and processes
for recycling not only HRV, but also the whole complex of
municipal solid waste (MSW) to minimize material energy costs in
the production of advanced materials and the creation of environmentally
friendly industries. The social effect is to accelerate the
timing of the cycle treatment of secondary construction materials,
which reduces the harmful effects on human and environmental
ecology. This will increase employment by creating new jobs in
processing plants HRV improves the health of the population, rising
incomes of workers engaged in the processing of HRV, improving
the working conditions of employees of enterprises processing
HRV and ordered the activities of entities operating in the field of
handling with secondary resources. Environmental effects from the
use of HRV is formed by reducing the cost of primary natural resources
that are replaced with recycling HRV minimize the amount
of construction waste to be disposed of for the same reason, as a
consequence – reducing the total number and area landfills for
disposal of construction waste and reducing costs to prevent pollutants
in water, air, and soil pools. Strategic effectiveness of the
use of HRV to be considered as a determinant of sustainable development
across the country, region and processing enterprises,
through the conservation of natural resources, improve the ecological
balance, improve production efficiency and the creation of
socially active enabling environment.
